Skin rash question?

I've recently noticed some rough red patches of skin on my arms and legs, I've tried many kinds of lotions and creams, nothing seems to make it go away. Occasionally it becomes itchy, especially if I'm wearing wool or near my dog. Is this an allergic reaction?|||it sounds very much like a allergy rash
